I'm editing /usr/local/etc/monitrc.patch  I can only assume this is the correct place as I don't see a monit.conf I'm using port forwarding to get into my node and port 2812 forwards to my node, I can access <my-ip>/dvswitch and I can access my hamvoip installation no problem. I know that monit does not straight from the factory allow public IP's I have tried adding + allow 0.0.0.0/0 and I've also tried adding my public IP which I know by virtue of the log is the address hitting it. I am restarting monit every time I make a change.
