I don't see any way it would install a pointer to http://dvswitch.org/ASL_Repository stretch

The buster script would have either added the buster repository or told you that it was already installed.

Check /etc/apt/sources.list.d/allstarlink.list

Then:
apt-get update
apt-get install dvswitch-server
